The concept for the display of the three Brown Water Navy boats and the construction of the Memorial Wall was approved in a 1999 agreement between the Navy and the interested veterans and supporting organizations: The Gamewardens of Vietnam, The Mobile Riverine Force Association, Swift Boat Sailors Association. A site dedication was held on Veterans Day 2000. The final dedication awaits the installation of the placards on the Memorial Wall.
